Mike Cason with al.com reported what lawmakers in Montgomery could expect to explore when they return to session on Tuesday, March 29, 2022. Both Houses are on spring break the week of March 21-25, 2022.
Cason said two different lottery proposals from Republicans would be on the table for discussion. Representative Chip Brown of Mobile County introduced his proposal and won the support of the fast-track committee after two days. The bill calls for a vote on the November ballot for a state lottery. Licensed retailers would sell lottery tickets for multi-state games such as Powerball and Mega Millions, instant games, and any other games the commission approves.
A second bill introduced by Senator Greg Albritton of Atmore would provide many gambling options to citizens. He proposed a lottery, five new casinos, two satellite casinos, sports betting, and statewide gambling regulation. This move would secure ten casinos, including three electronic bingo casinos currently run by the Poarch Band of Creek Indians in Atmore, Wetumpka, and Montgomery; they could offer the entire scope of casino games. The bill would require electronic bingo halls to be closed in some counties. If Albritton’s plan clears the Legislature, it will go on the ballot for voters in November to approve or reject. Even though Albritton’s bill won committee approval, the Senate has not voted on it yet.
Neither bill can expect smooth sailing with only seven days remaining in the 30-day session. Three-fifths of senators and representatives would have to vote in favor of the plans to be approved.
Legislators will be busy in the remaining days because they must complete work on the state’s Education and General Fund budgets. Both budgets are large with the influx of federal COVID-19 relief money injected into Alabama’s economy over the past two years.
