The Rainsville City Council met on October 17, 2022. Mayor Lingerfelt and Councilman Taheri were unable to attend. During the meeting, the Council discussed the need for placing a cap on discretionary spending. Councilman Blevins stated that he was hearing reports that the economy could take a downward turn after the first of the year. He said the City was in good financial shape now and believed the Council should take steps to ensure it remains in that state. The Council agreed and passed Resolution 10-17-2022, capping spending at $500.00.
The Council approved several other items during the meeting. Michael Leath was hired as the new Career Tech Instructor for the Rainsville Fire Department, where he will train DeKalb County Tech School students in fire science.
Councilman Freeman motioned for the Council to empower Mayor Lingerfelt to sign the Avenu Rental Tax Lease contract. Avenu Rental collects the business taxes for the City. The Council approved the request.
Councilman Rosson proposed several motions. First, he requested the Council to approve $62,614.00 for a Stepp Dump Style Premix Heater SPHD-3.0 Trailer and $2,522.66 for a Tamper Plate Compactor. This equipment will allow the City to repair potholes and other asphalt issues. The Council approved these requests. The trailer cost was about half of what the Council originally thought it would spend on this equipment. Rosson then stated that the Council had agreed on some adjustments to the existing subdivision ordinance they would like the planning committee to consider changing. He requested that these adjustments be forwarded to the committee. Finally, Rosson asked City Attorney Nikki Scott and Chief Edmondson, and Chief Wright to get together to draft an ordinance stating the policy for viewing the camera security system. The group agreed to his request.
Mayor Pro-tem Rickey Byrum made one request. He requested a comparison report from the City Clerk that shows the number of building permits for new houses issued in 2021 and 2022 to determine the building trend.
The next Rainsville City Council meeting is scheduled for November 7, 2022.
